When you arrive in Osaka, you'll be inside a cabaret club waiting for a call from Mitsu. After entering, you'll be treated to some more cutscenes.
So, take care of any Subquests or other business you have around town now before departing. When you arrive at the building, you'll be informed that after you deliver the money you'll be headed immediately to Osaka. You'll find Hoshino in the southeast corner of the city near Romance Street. But first, you need to deliver the hard-earned money to Hoshino. You'll be tasked with going to Osaka to help Arakawa. As you get close you'll get a phone call from Mitsu followed by a cutscene. Once you've secured the 3 million yen, head to the map marker near Survive Bar.
